State Council Bylaws Adopted 2010

Objectives of State 4-H Leaders' Council:
- Contribute to the growth and development of the 4-H Youth Development Program by strengthening the work of the County 4-H Leaders’ Councils
- Advocate constructive thinking among volunteers to enable them to help youth develop character and leadership through California’s 4-H programs
- Promote the relevance of the 4-H Youth Development Program to youth of diverse cultural and ethnic origin.

Purpose
- To act as an advisory board to the Associate Director of 4-H Program & Policy on matters of program and policy
- To assist in implementing accepted policies and programs at local, county, section, and state levels
- To assist 4-H staff in implementing affirmative action goals and plans so that equity and parity standards by law and university policy are met
- To develop ideas for 4-H expansion and improvement
- To conduct a comprehensive 4-H program planning effort with the objective of meeting the needs and changing interests of youth
- To assist in the identification, planning, and implementation of educational and leadership training programs so that youth and volunteers may better fulfill their responsibilities
- To support volunteer leaders in any way possible
- To improve communication among all levels of 4-H
- To promote a spirit of friendship, cooperation, and collegiality among 4-H volunteer leaders, members, and staff

Membership
The State 4-H Leaders' Council consists of at least 24 representatives of the four 4-H sections, plus the president of each sectional council. Each sectional leaders’ council elects six representatives to the State 4-H Leaders’ Council, including at least two youth. Elections occur on an annual basis. Two sectional council representatives are elected each odd numbered year, and two are elected each even year. The youth representative(s) are elected for a one year term each year.
Meetings
The council meets twice a year on the fourth Saturday of October (Northern California) and April (Southern California).
