State 4-H Fashion Revue

HISTORY
State 4-H Fashion Revue, originally known as 4-H Dress Revue, was held during State Leadership Conference for senior county winners in traditional, recycled and purchased categories. After a long absence, in 2006 a group of 4-H volunteers, youth members and staff brought State Fashion Revue back as part of State Field Day with expanded age divisions and categories. Funding for State Fashion Revue is from donations, through State 4-H Leaders Council and The California 4-H Foundation.

PURPOSE
The purpose of State 4-H Fashion Revue is to:

  • Provide educational activities for youth who are learning and growing in citizenship, leadership and life skills
  • Inspire appreciation of clothing and textiles
  • Provide opportunities to extend youth leadership
  • Promote self esteem through individual expression

2008 State 4-H Fashion Revue (SFR)

  • Saturday, May 31, 2008 as part of State 4-H Field Day on the UC Davis campus
  • State Fashion Revue registration and activities will be in Olson Hall
  • Olson Hall is 2 blocks from Wellman Hall, location of State Field Day
  • Parking closest to Olson Hall is in lot 10 located at the corner of First Street and A Street. No permit is needed on Saturday.
  • Lunch will be available for purchase on Wellman Hall lawn. Pre-ordering is suggested.
  • The Fashion Show is open to the public on the steps outside Wellman Hall

FORMS

OPEN TO

  • One County winner (or alternate if winner cannot attend) from each age division in each category from each county.
  • Review the State Fashion Revue (SFR) age divisions and categories. Your county may have different definitions, but at SFR you must be entered according to the SFR age divisions and categories.
  • Age divisions are not consistent throughout the state. For some members, their age division may change from the county level to the state event.
  • If entries are received for more than one member per age division/category from any county, neither will be eligible pending review by that county’s 4-H staff.
  • Members may qualify in more than one category at the county level, but may only enter in one category at SFR.
  • A member may be “County Winner” in a category not offered at SFR such as wool, cotton or accessories. However, if that category is not offered at SFR, the member may not enter it at SFR.
  • County Winners are usually chosen at County Fashion Revue. If this is not possible, the county may use a different method to select SFR delegates. For example: the county does not have a Fashion Revue, does not offer all 6 of the SFR categories at Fashion Revue, only offers Junior and Senior divisions, has an intermediate definition different from SFR, or if there is a tie for County Winner.
  • 4-H Fashion Revue is open to both male and female participants. Separate dressing rooms are provided at SFR.

AGE DIVISIONS

  • Junior: Age 9-11 as of December 31 of current program year
  • Intermediate: Age 12-13 as of December 31
  • Senior: Age 14 and up as of December 31. A member is eligible to participate as a senior until December 31 of the calendar year in which they turn 19.
  • Primary members are not eligible to enter State Fashion Revue but are encouraged to come watch.

ENTRY CATEGORIES (6)

FOR ALL CATEGORIES

  • The outfit must be created, coordinated and modeled by the 4-H member participant.
  • Outfits are subject to review for modesty and appropriate attire. Formal wear may be strapless or have spaghetti straps. Backless dresses, excessive visible cleavage, visible undergarments, lingerie or swim suits are not permitted. County Fashion Revue coordinators, please review all outfits based on these guidelines. If you have questions, contact the committee before the entry is submitted.

1. TRADITIONAL

  • To showcase the member’s sewing skills and their ability to coordinate an outfit
  • Garment(s) sewn by the 4-H member
  • As skill levels range from beginning to advanced, entries in the Traditional category will also vary. The entry might be a one-piece dress or it might be three coordinated pieces. A beginning member might even sew one garment and purchase another, for example a sewn jumper worn with a purchased blouse. If this member is awarded junior county winner, then this member would be eligible for SFR in the traditional category. The entry form would state which garment(s) are sewn.
  • A sewn costume would be considered Traditional category for SFR.
  • There is no separate category at SFR for wool or cotton. If the outfit is sewn from yardage, regardless of fabric content, it is Traditional.
  • Additional entry requirements for Traditional are
    • The one-page Traditional supplemental form
    • A photocopy of the pattern envelope front(s) if a pattern was used
    • A 2” x 3” swatch of each fashion fabric used, followed by lining and interfacing. Identify how each fabric was used.
    • A color photograph of the member wearing the outfit
    • The commentary

2. CONSUMER SCIENCE - PURCHASED

  • The member demonstrates positive consumer skills such as decision making in purchasing and coordinating an outfit. The main focus of Consumer Science – Purchased is on value rather than cost. Careful use of comparison shopping should result in value surpassing cost.
  • A second focus is on versatility. How will you incorporate the new purchases into your existing wardrobe? Will you be able to wear the new garments and accessories for more than one occasion? Even an outfit purchased for a specific reason such as graduation can have other uses, especially if you substitute different shoes, add a jacket, shorten the dress, etc. A useful preliminary for this category is the wardrobe inventory.
  • The maximum expenditure limit is $150 for all divisions. The limit cannot be exceeded and must be documented with receipts. Cost significantly below the $150 limit is possible and less cost may even result in higher value.
  • Value and cost are recorded on the supplemental form.
  • Everything visible must be included in the purchased list including jewelry, shoes and socks, hair bow, etc. Undergarments which are not visible are not included. Receipts are required for everything listed unless a gift or prior purchase.
  • A gift or prior purchase must have estimated value and estimated cost listed.
  • Cost of accessories handmade by the member is based on cost of materials. Estimated value should also be listed.
  • Receipts should be organized and photocopied onto a separate sheet. Please, no original receipts or little slips which can easily be lost.
  • Additional entry requirements for Purchased are
    • The one-page Consumer Science – Purchased supplemental form
    • Copies of receipts
    • A color photograph of the member wearing the outfit entered
    • 1-3 additional photographs of the member wearing parts of the outfit with other pre-existing wardrobe pieces to illustrate the versatility of the purchased pieces. If alterations or other purchases would be required, you can sketch or computer-generate them.
    • The commentar

3. RECYCLED

  • The member designs and sews a wearable garment from previously used materials. The completed garment is different from its original use.
  • This category focuses on creativity as well as sewing skills.
  • The original garment is not yardage like a bedspread or sheet, but an actual garment. It might even be two or more original garments. Additional fabric and trim may be added to complete the new garment.
  • The new garment must show at least 50% change in construction. This means it can’t just be a t-shirt dress cut in half to make a tank top and elastic-waist skirt. It could be a pair of jeans made into a skirt and handbag with calico fabric and trim added. It could be a large dress made into a skirt to fit a smaller person with the dress collar cut down to fit onto a new blouse. It could be 2 old shirts re-made into shorts and a light jacket with trim from a man’s tie. It could be an old prom dress made into a new blouse with dress pants cut down from a pair of men’s slacks. Be creative!
  • Additional entry requirements for Recycled are
    • The one-page Recycled supplemental form
    • A 2” x 3” swatch of each fabric used. Identify how each was used.
    • Before and after color photographs. The “before” photograph shows the original garment and the “after” photograph shows the member wearing the new garment.

4. WEARABLE ART – EMBELLISHED

  • Decorate a garment(s) using arts and crafts techniques
  • The member may purchase or make a garment(s) and then using arts/crafts techniques, embellish to taste. The main entry must be an embellished garment (coat, dress, pants, shirt, etc.). Embellished accessories like shoes or a hat may complete the outfit.
  • This category focuses on creative techniques and workmanship as well as fit and coordination of the outfit. The objective is to provide the member a chance to sample and experiment with a variety of textile crafts. Youth are encouraged to develop creativity, individualism and imagination in designing one-of-a-kind garments and accessories.
  • Additional entry requirements for Wearable Art-Embellished are
    • The one-page Wearable Art – Embellished supplemental form
    • Front and back color photos of the original garment
    • Front and back color photos showing the member wearing the completed embellished garment(s).
    • The commentary

5. NEEDLE ARTS

  • The member demonstrates their ability to knit, crochet or weave a garment and coordinate an outfit around that garment.
  • It must be an entire garment like a poncho, skirt, shirt, dress, etc.
  • Scarves, hats or belts are accessories, not garments. Accessories made using needle arts may be added to complete the outfit but by themselves do not count in this category.
  • Additional entry requirements for Needle Arts are
    • The one-page Needle Arts supplemental form
    • A photocopy of the pattern picture if a pattern was used
    • Attach a yarn or thread swatch
    • A color photograph of the member wearing the outfit
    • The commentary

6. BACKPACK CHALLENGE (Flyer PDF)

  • Construct a backpack using Butterick pattern #5054, views C or E only. Backpacks made from other patterns will not be accepted. The member may design useful additions and embellish the backpack. Use your creativity with fabrics, colors and details to personalize your design. The optional Ipod case may be added as an accessory.
  • Purchase or sew an outfit to coordinate with your backpack.
  • The backpack is judged based on appearance, features used to customize it, and how it coordinates/ adds to the ensemble worn by the member while carrying or wearing it.
  • There is no dollar limit for the outfit like in the Consumer Science - Purchased category, but it is always wise to be a smart consumer.
  • The Challenge category was suggested by the 2006 youth participants.
  • Additional entry requirements for Backpack Challenge are
    • The one-page Backpack Challenge supplemental form
    • A close-up color photo of the backpack
    • A color photo of the member holding the backpack while wearing the outfit being entered
    • A 2” x 3” swatch of each fabric used. Identify how each fabric was used.
    • The commentary

JUDGING

  • Participants are divided by age division and category for judging.
  • They will also be divided into “A” and “B” groups for scheduling of judging and workshops.
  • Entries are judged on overall appearance and expression of personal style while the members wear their outfits.
  • Participants will briefly tell the judges what they made or purchased, and what they learned; approximately 30 seconds, no note cards.
  • Participants should be prepared for questions from the judges.
  • The judges will review the entry forms and accompanying information.
  • New for 2008, participants receiving “green tags” will be invited back for additional evaluation.
  • There will not be “on the hangar” judging.
  • Judging is closed to the public.
  • The commentary is not read during judging. It is read during the Fashion Show.

AWARDS

  • All entries will be judged by the Danish System where every entry receives recognition based upon individual merit. The standard of excellence must be met as stated on the judging sheets. See forms.
  • Each participant will receive a certificate and a ribbon.
  • Additional awards may be given in each age division, in each category, including SFR medals and donated prizes.
  • Awards are based on merit, as determined by the judges. If there is only one entry in a category, this does not automatically warrant an award.

ENTRY FORMS

  • Complete the State Fashion Revue participant entry form. Do not send in your county fashion revue form; it will not be accepted.
  • Your entry form must include an e-mail address. The Registrar will confirm receipt of your entry forms by e-mail. If you do not have an e-mail address, you may need to get permission to use your county 4-H office e-mail address.
  • Each category has a one-page SFR supplemental entry form. See the section above for specifics.
  • Both the participant and supplemental forms must be complete. Members may receive assistance in completing forms.
  • Attach your typed commentary on letter-size paper (8 ½” x 11”). Commentary limit is 100 words. Use size 14 font, double-spaced. Commentary may be edited by the committee. See the separate sheet on Commentary Guidelines.
  • Every entry requires at least one photograph. Suggested size is 4”x 6” in color; snapshot or digital is fine. It must show you wearing your outfit.
  • Some categories have additional entry requirements; see above. Be sure to include them!

REGISTRATION

  • By mail to the State Fashion Revue Registrar, to be received by May 12. It may be necessary to send it by overnight mail to meet the entry deadline.

  • Forms may be sent by e-mail attachment to the registrar by May 12 if they are complete. E-mailed forms MUST be followed up with mailed entry of original pages, including swatches and photographs, which will be given to the judging panel.
  • E-mail to registersfr@sbcglobal.net
  • The registrar will e-mail confirmation of your registration. If you are missing a form or information, she will notify you that your registration is incomplete and list what still needs to be received. You are not officially registered until you receive confirmation of your complete entry.
  • Entry forms will not be accepted after the deadline or the day of the event.
  • If your County Fashion Revue is scheduled after May 1st, you may have difficulty completing the SFR application and getting it to the Registrar by May 12. In this case, your county may want to change your county event date or make other arrangements to choose your county delegates.
  • Fee: There is no fee for participation in State Fashion Revue due to generous contributions by State 4-H Leaders’ Council, the Sectional 4-H Councils and private donors.
  • Members requiring special arrangements due to disability please attach an explanation to your registration form.
  • Lunch: You are welcome to bring your own lunch or it will be available for purchase from Cal Poly Collegiate 4-H on the Wellman Hall lawn. If you plan to purchase lunch, we recommend you pre-order the number you need on your State Fashion Revue entry form, pay when you check in at Olson Hall, then pick up the lunch(es) at Wellman during the lunch break. Lunch will consist of a BBQ tri tip sandwich, chips and beverage for $6. A vegetarian option is available and must be pre-ordered.

PRESENTATION DAY

  • If any members qualify for both State Presentation Day and State Fashion Revue, every effort will be made to accommodate participation in both events. This must be indicated on the registration forms for both events.
  • Fashion Revue participants giving presentations will be scheduled in the morning in Olson Hall. They will check-in for their presentation when they check in for Fashion Revue in Olson Hall. They will give their presentation during the time other members participate in State Fashion Revue workshops.
  • It will be more difficult (and may not be possible) to coordinate team presentations or Share the Fun presentations given by Fashion Revue participants. Team presentations may be given in Olson Hall but Share the Fun programs are given in Wellman Hall. Please consider this when entering.

ADDITIONAL SFR ACTIVITIES
There will be additional clothing and textile activities, besides the competition, for SFR participants and their families, conveniently located in Olson Hall. Activities currently planned include educational workshops, “make it, take it” crafts, a judging activity, a service activity, photographs and modeling practice.

FAMILIES
Parents, guardians, family members and friends will not be allowed into the changing rooms. They are not allowed to be present during judging or to assist the participants once the judging has started. Families and guests ARE invited and encouraged to attend the orientation, workshops and activities in Olson Hall and to watch the fashion show on the steps of Wellman Hall.

FIELD DAY ACTIVITIES - Link to Field Day
Parents and other family members may want to visit the other State Field Day activities at Wellman Hall during the judging portion of SFR. SFR participants will remain in Olson Hall during SFR judging. They will not be available to participate in other Field Day activities until the lunch break.

BRING WITH YOU
It is suggested that you bring a duffel bag or some kind of tote to hold your street clothes while you are in your ‘show’ outfit. Please do not bring valuable items with you to leave in the dressing room. You may bring snacks, lunch and water.

ADDITIONAL HELP

  • Adult judges from each participating county are required; one judge for up to every 5 youth entered. Over 5 participants requires a second judge. Judges must have experience with sewing, crafts, fashion, or a related field.

FASHION SHOW
The fashion show is an integral component of Fashion Revue. All participants must model in the Fashion show or awards will be forfeited. The fashion show will be held in front of Wellman Hall at 2:00 p.m. followed by the awards ceremony. The Fashion Show is open to the public.

EVENT REVIEW
The committee and anyone interested will be meeting at 4:00 pm to review State Fashion Revue in Wellman Room 119. Please bring your comments and suggestions for positive change.
